The Beaulieu Report: An Invitation to Increase the Use of Wood in Construction

Québec City, March 9, 2012 – The Quebec Forest Industry Council (QFIC) hails the recommendations contained in the report of the Working Group for Increasing the Use of Wood in Construction, chaired by Mr. Léopold Beaulieu. This report was prepared by a multidisciplinary task force set up by the Quebec government, as announced by Quebec Finance Minister Raymond Bachand in his last budget.

“This report confirms wood’s utility – in terms of climate change control efforts – and feasibility – in full compliance with the Quebec Construction Code and the National Fire Code – for the construction of multi-storey commercial, industrial, institutional and residential buildings. It further supports the declaration of Premier Jean Charest to the effect that wood is the environmentally-friendly material par excellence,” noted Mr. André Tremblay, CIFQ’s Chief Executive Officer.

The Beaulieu report discusses a set of measures to create a context conducive to considering wood on an equal footing with other materials for building structure purposes. In that respect, the comments of Mr. Clément Gignac, Minister of Natural Resources and Wildlife, have shown both his excellent understanding of the issues and the government’s clear determination to pursue the report’s recommendations.

“The creation of an industrial cluster bringing together various actors involved in wood-based construction is a promising avenue for enabling Quebec to revive its culture of wood use in construction. Now, it remains to be seen whether the next budget of the Government of Quebec will contain measures to make the report’s recommendations become a reality,” concluded Mr. Tremblay.
